What is the problem? 

Following the disastrous new environmental law 4685/20, the Hellenic parliament has passed law 4782/2021 which under article 218 allows for “minimalistic” modification with development plans inside protected Natura 2000 sites  in violation of the European environmental legislation and namely Habitat Directive 92/43/EEC on which Natura 2000 network of protected areas across Europe is based. The major flaw in this law is that “minimalistic” is a vague term of which any entity can relatively define and which opens the way for a total invasion of Natura 2000 sites by development plans related to Wind Farms. This gives companies the freedom to ultimately destroy the natural environment and biodiversity inside Natura 2000 sites however they see fit and call it “minimalistic” modifications. This violation is unacceptable and goes against the constitutional obligation to protect the natural environment while ignoring the reaction of the scientific community and shifting the burden to the Greek and European courts to decide when it’s too late. 

What is Natura 2000?

Created in 1992, “Natura 2000” is the largest coordinated network of protected areas in the world. Natura 2000 has served to protect areas in the European Union, specifically.  It offers a haven to Europe's most valuable and threatened species and habitats.

Why is this important?

“Natura 2000” serves to protect the natural environment and biodiversity in order for the EU to meet the 2030 strategic goal on biodiversity loss reversal. The passing of  Law article 218 will ultimately and irreversibly destroy and endanger the natural environment, biodiversity, species, and habitats. 

Who is affected by this new law? 

It ostentatiously ignores the fact that Greece has been violating Article 6 of Directive 92/43/EEC on habitats for years, a fact for which our country has been condemned by the Court of Justice in 2020. Thirteen environmental organizations sent an epistle to the European Environment Commissioner to report a series of violations against biodiversity conservation national and European legislation.  

Introducing an extremely dangerous circumvention of urban planning legislation, the prediction that the special urban plans will formulate the protection measures of the “Natura 2000” areas is a blatant circumvention of the protective status of the country's biodiversity nuclei.

Where? 

In Greece, there are about 446 “Natura 2000” sites, which covers nearly 28% of land and 20% of sea territory. With the addition of this new law, multiple areas around Greece are being affected, both on land and at sea. In the community that I grew up in, Pyra, Fokida, Greece the government is trying to build industrial scale wind farms and create projects in these protected areas. Multiple citizen groups have already sent an epistle to Greek supreme court complaining and demanding for the abolition of the new law that will change the ecosystem and their lives tremendously. All around Greece wildlife and rare ecosystems are in danger.
