The Issue

The cutoff marks for PRMO in Andhra Pradesh, Rajasthan, Telangana and Delhi is much more than the rest of the regions. Cutoff of Andhra Pradesh is 28, Rajasthan's cutoff is 19, Telangana has cutoff 22, while Delhi has Cutoff 18. 

Now, the states of Punjab, Haryana, Himachal Pradesh and Chandigarh combined are treated as a single region. This would make you think that it will have a very high cutoff, but that is not true. They have 16 marks as cutoff. Tamil Nadu and Puducherry are treated as a single region, but have a cutoff of 14. Gujarat, Daman & Diu, Dadra & Nagar Haveli are treated as a single region, but have cutoff 11. Maharashtra and Goa are treated as a single region and have cutoff 13. Apart from these regions comprising of multiple states, West Bengal, Uttarakhand, Uttar Pradesh, Tripura, South Bihar, North Bihar, Sikkim, Odisha, Mumbai, Meghalaya, Madhya Pradesh, Kashmir, Karnataka, Jharkhand, Assam, Jammu and Chattisgarh have cutoffs 13, 3, 15, 2, 2, 13, 2, 10, 11, 2, 10, 2, 14, 11, 2 and 7 respectively. As you can see, these are much lower than the cutoffs in Rajasthan, Andhra Pradesh, Delhi and Telangana. While regions with cutoff 2 have admitted much less than 300 students for RMO (because it is impossible to admit students who didn't solve a single problem), all other regions (including Chattisgarh with cutoff 7 and Uttarakhand with cutoff 3) have admitted a little more than 300 students. Keep in mind that the maximum number of students selected from a region is regardless of the number of students who appeared in the region. It would be understandable if, say, a fixed percentage of candidates appearing in the Prmo would be selected from each region, so some regions with large population where students did not perform well will inevitably have low cutoffs. But that is simply not the case in Prmo. Maximum of 300 students are selected regardless of total participants, and also regardless of average score of participants in a region for that matter. There are many meritorious students in Andhra Pradesh, Telangana, and even in Rajasthan and Delhi, who have enough merit to appear in the RMO. The fact of the matter is that the cutoffs of these regions are not only more than regions comprising of single states, but also regions comprising multiple states. Uttar Pradesh is the region comprising of a single state which has the next highest cutoff at 15, which is 3 marks less than Delhi, 4 marks less than Rajasthan, 7 marks less than Telangana, and 13 marks less than Andhra Pradesh. There are many students in the above mentioned four regions who have enough merit to appear in the RMO, and would have qualified in any other region. They should not be deprived of this opportunity, especially when there is no issue of proportional representation of a region based on its population. 

Therefore, this petition is to request HBCSE and MTA (I) to increase the number of qualified students in Rajasthan, Andhra Pradesh, Delhi and Telangana, from 300 to around 450-500, or any other figure such that the cutoff does not have to be decreased by more than 3 marks.
