South African Drone laws way too harsh

South African Drone laws way too harsh
The Issue
Once you obtain your RPL you still have to get an air service licence which is OK but then you need a ROC which is really going overboard, as safety is covered in your RPL. A wedding videographer must pay R100,000-00 for a ROC and it takes from 1 to 2 years to get. The SACAA has to inspect your drone for the ROC. If the drone is bought new from DJI is this necessary? If a RPL pilot is qualified and uses his air radio to transmit his position surely this ensures air safety. It would be easy for the SACAA to appoint a clerk or two to control the phones where drone pilots could phone in with flight plans. We know that helicopter companies are losing a lot from drone operators. Lets not be left behind in the world through over regulations.
