Public toilets in Indian Railway and Indian Metro Systems

The Issue

Many cities in India are recently provided with metro train services  and many more will have it in near future. Normally the trains in these services  do not have toilet facilities. Majority of metro stations do not have toilet facilities either. The toilet facilities outside the metro stations is mostly absent or in bad conditions. This leaves metro commuters with no toilet facilities from their home( source) to workplace/office  (destination) or vice versa. Even many of these workplaces do not have toilet facilities. This creates great inconvenience to the commuters, particularly  women and children.

Lack of these public toilets leads to some of commuters  using public places as urinals making a complete mockery of "Swachh Bharat Abhiyan".

To make the travel of these commuters comfortable, which is normally the stated aim of these capital intensive metro projects (funded ultimately by tax-payers money), it is requested to create ample toilet facilities in the metro stations both before the fare collection gates as well as beyond this.

Adequate toilet facilities are not available in most urban areas outside of the metro stations. Due to this people whose work activity is connected with transportation of  metro commuters e.g. rickshawalas, taxi drivers, tempo drivers, hawkers etc. do not have access for toilet facilities during their course of work. For this reason the toilet facilities in metro stations should be provided even before the fare collection gates as suggested above and their use shouldn't be restricted to just metro commuters. 

These public toilets can also cater for the needs of the people present in neighbourhood of metro stations since majority of Indian cities/towns lack  public toilet facilities for variety of reasons one of which is lack for space/land to construct these facilities. Metro projects get the lands allocated on priority basis in public interest. These metro projects should, therefore, provide the public toilet facilities in the metro stations or adjoining metro facilities in public interest. This will help the government to achieve its targets of cleanliness it aspires in " Swachh Bharat Abhiyan" programme.

The same logic applies for many railway stations and some other railway buildings/installation of Indian Railways. Here the need for public toilet assumes greater importance  since the travel time of passengers is generally many hours and even in days. Often these passengers have to wait at stations for hours and sometimes for days. The persons engaged in activities related to railway passenger and freight transport e.g. coolies, porters, hawkers, rickshawalas, tempowalas etc. should also be allowed to use these public toilet facilities. In the public interest these toilet facilities should made  available for use by people living the nearby area because government have not been able to provide public toilets for them. This will help achieve government's objectives of " Swachh Bharat Abhiyan".

These public toilet facilities should be  be provided in railway stations/ other railway premises  as soon as possible and thereby serve public interest. This should be made integral part of the station development project of Indian Railway.
