Council continues to deny it holds a copy of the housing model!

Thank you to all those who have lent their support. I have just received this response from Guildford Borough council to my FOI request for a copy of the housing model: https://www.scribd.com/doc/298250232/GBC-FOI-Response-2942-Re-Housing-Model Again they state that they do not have it! The whole point is that this model is the basis for the house building programme for the next 15 years. They should have it. So why dont they ask for it? And why dont they disclose it? The answer given previously was that Justin Gardner Consulting would not release it. And it could not be compelled to because i) it is a subcontractor to GL Hearn and ii) it claims 'intellectual property in the model. The reality appear to be that the Council does not want to have the model - because it does not want to be accountable. The Council has not supplied any evidence that it has even asked Justin Gardner Consulting for a copy of the model. 1.
