The issue
Within the New Runway Project area, there are 2 sub populations of wavy leaf smokebush, with a total of 199 plants. The new Runway Project will result in a permanent loss of all plants in a single extant population. It is recognised the species of smoke bush that is set to be destroyed, is of State and National significance. It is my strong view, the Perth Airport should act in accordance with the Commonwealth Environmental Offsets Policy (2012) and acquire land containing populations of the same species of Smoke bush as will be cleared. It is the right thing to do from both an environmental viewpoint but also one that demonstrates good corporate ethical responsibility. There is privately owned land adjacent to Perth Airport within the City of Kalamunda identified in the Draft Forrestfield North Local Structure Plan as Environmental Conservation Reserve containing the same plant. Perth Airport should purchase this land as it’s offset rather than purchase land which does not contain this smoke bush. This species of smoke bush (Conospermum undulatum) only grows within a 9 x 8 klm area. The only effective and genuine offset solution is a like for like offset that sees Perth Airport purchase the Environmental Conservation land in the Forrestfield Local Structure Plan and effectively protect in perpetuity areas of smoke bush for future generations.
