As of September 16, more than 18.66 lakh people were excluded from the list of beneficiaries of the TPDS in Odisha as they could not link their Aadhaar numbers with their ration cards.

Making Aadhaar based bio-metric authentication mandatory for availing entitlements like food grain under TPDS (NFSA) and Pension (Social Security Pension scheme) in Indian context has its own complications. There are at least three stages in Aadhaar based delivery system namely receiving Aadhaar number, seeding Aadhaar number with services and lastly bio-metric authentication every time availing any of the services. And a person has to go through this maze of technology before realizing her or her entitlement and also probability is high that one could remain trapped at any of the above mentioned stage due to various technical and human errors which resulted in denial rightful entitlement in form of food grain or money for pension.

There are reports of Aadhaar not being prepared for old aged and disable persons as they are not able to come to the Aadhaar center. Also instances of unable to prepare Aadhaar due to fingerprint not clear has been reported. Any case of human error like misspelling of name, wrong age entered or mismatch in name of village will also a problem to complete the process.

There is also a problem of internet and mobile network in rural, remote forest/hilly areas (mostly inaccessible) for bio-metric authentication.

Aadhaar instead of including and enabling people to avail services seamlessly is excluding and depriving the most vulnerable of our society. Cases of hunger deaths were reported due to denial of entitlement of food grain and ration due to either lack of Aadhaar card or failure of Aadhaar based authentication.

Though Supreme Court uphold the decision of government to make the Aadhaar mandatory for availing benefit under welfare schemes however in the same statement it emphasized that no person rightfully entitled to the benefits shall be denied on ground of non-availability of Aadhaar.

Technology is good but any technology that creates deprivation should not be acceptable. In such context we must oppose imposition of Aadhaar as it is biased and deprive people of their rights. Technology should be for making the life of human being easier and not a hell.

Seeing the negative impact of Aadhaar, it's a kind request to Shri. Naveen Patnaik, Chief Minister, Odisha to rethink on his decision and not to mandate Aadhaar seeding for getting the benefits of NFSA or any of the Social Security Schemes.
