By establishing the Municipality of Malesia//Tuz, as a Minority Local Self-government Authority for the tribal Community of Malësia, known by their generic Albanian Tribal names, in Montenegro, as the tribes of Grudë /Gruda, Hot/Hoti, Kojë/Koći, and Triesh/Zatrijebač, the requested Municipality of Malesia will enable the citizens to exercise their freedom and rights to participate in conducting the public affairs of the local Community, self-determination, and to preserve their culture, heritage, language, historical settlements and history.

We, the undersigned, join the request of the United States Congressional Representatives Eliot Engel, Gary Peters, Jean Schmidt and others, to establish the Municipality of Malesia/Tuz by amending the Law on Territorial Organization of Montenegro, and implementing the Law on Local Self-Government (2003). Considering that the local self-government, is the main foundation of any democratic society, which provides for effective public administration and brings the decision making and responsibility close to the citizens, we therefore; in keeping with democratic and guiding principles established by Council of Europe for member states, hereby, appeal to the Government /Authorities of Montenegro, as a signatory state, to implement the European Charter of Local Self-Government (1985), which rightfully requires the establishment of the Municipality of Malesia/Tuz, as a Minority Local Self-government Authority for the tribal Community of Malësia, known by their generic Albanian Tribal names, in Montenegro, as the tribes of Grudë /Gruda, Hot/Hoti, Kojë/Koći, and Triesh/Zatrijebač. The requested Municipality of Malesia will enable the citizens to exercise their freedom and rights to participate in, conducting the public affairs of the local Community, self-determination, and to preserve their culture, language, history, historical settlements, and heritage.
