Move Commercial Cell Towers Off Bellevue Christian’s Three Points Campus
The Issue
We call on Bellevue School District No. 405, Bellevue Christian School, AT&T, and T-Mobile to establish and carry out a documented plan to remove and relocate all commercial cellular installations from the Three Points campus in Medina, Washington.
Our children’s school environment deserves to be planned around their education, well-being, and the trust of their families. Commercial telecommunications agreements should be evaluated against those priorities.
The applicant’s project narrative (section 3.1.1) describes this property as “currently used primarily as a school/church, with the secondary use of a wireless communications facility.” Families deserve a meaningful voice in whether school property should continue serving that commercial purpose.
PARENTS DESERVE A VOICE
Families deserve clear, direct notice and a meaningful opportunity to be heard before decisions are made about commercial cellular installations, major equipment changes, or lease extensions on their children’s campus. Parents should be able to understand what equipment is operating, what changes are planned, who receives the revenue, what alternatives were considered, and how these agreements can be brought to an end.
A statement of regulatory compliance does not answer every question about the decision to host commercial cellular equipment at school. Families also deserve answers about alternatives, contracts, independent oversight, and the long-term use of the campus.
We ask Bellevue Christian School leadership and Bellevue School District to adopt a precautionary approach: independently evaluate the installations and RF exposure, fully inform families, and pursue relocation. Our request covers both AT&T and T-Mobile and all generations of commercial cellular equipment on campus.
WE ASK FOR FIVE CONCRETE ACTIONS
1. Pause discretionary expansion. Work with the carriers to pause discretionary construction, equipment expansion, and new lease commitments while families receive the records and participate in a substantive review.
2. Disclose the agreements and plans. Publish leases and amendments, revenue recipients and amounts, renewal dates, termination provisions, expansion rights, and responsibility for removal and restoration. Provide a plain-language inventory of existing and proposed equipment and the construction and activation schedules.
3. Hold a parent meeting with independent expertise. Bring Bellevue Christian School leadership, Bellevue School District, and both carriers together with families. Commission an independent assessment of the combined RF environment from all campus cellular installations, including measurements in classrooms, play areas, and other occupied spaces. Publish the methods, operating conditions, results, and limitations. These measurements should inform families during the transition and do not replace our request for relocation.
4. Publish and carry out a relocation roadmap. Identify off-campus locations and network options considered, reasons for accepting or rejecting them, responsible parties, contractual constraints, milestones, and target dates. Address how service will be maintained during relocation.
5. Adopt a lasting campus policy. Commit to no new commercial cellular installations or voluntary expansions on the Three Points campus, and pursue available opportunities to end existing arrangements rather than extend them.
Within 30 days of receiving this petition, we ask Bellevue Christian School leadership and Bellevue School District to provide a written response to each request and schedule a meeting with families.
We invite parents, staff, alumni, neighbors, and community members to support this request. Together, we can ask for transparent decisions, meaningful family participation, and a clear plan to move commercial cellular installations off our children’s campus.
