This petition is to support forward movement for converting The Crestview Hotel in Mountain View to transitional housing for the homeless/unstably housed. We are neighbors who believe the location is a well-chosen one. We have received no evidence that such a development would meaningfully reduce property values, and furthermore the hotel is located in a commercial corridor that is closer to more businesses than houses. The Crestview Hotel is beneficially located next to popular bus stops, multiple grocery stores and pharmacies, and fulfills the regional goal of building housing on El Camino as opposed to neighborhoods that have historically pushed back heavily against low income housing development. The project was initiated by outreach from the hotel owner to the city. This petition is intended to create balance with the petition against the development. In this way all voices can be shared, both the positive and the negative.

The City of Mountain View is taking next steps for potentially converting the Crestview Hotel, located at 901 East El Camino Real, to housing for unstably housed individuals and families. At the Jan. 26 meeting, the City Council unanimously directed City staff to work with the County of Santa Clara on the potential purchase and rehabilitation of the hotel in order to address housing needs.

The City is seeking the County’s partnership for the purchase of the Crestview Hotel to provide another housing option for those with housing instability. Once rehabilitated and renovated, the hotel could provide much needed housing for persons experiencing or at risk for homelessness and/or tenants displaced from their homes.

The anticipated next steps include:

County Acquiring the Crestview Hotel – As discussed at the Jan. 26 Council meeting, the County would lead the process to acquire the hotel purchase, which would require County Board of Supervisors’ approval. The County would most likely use 2016 Measure A, Affordable Housing Bond funds for the hotel acquisition.


County and City Jointly Selecting a Housing Developer and Operator – the City and County would conduct a joint process for selecting a developer to rehabilitate/renovate the site and operate the project, if and when the hotel is acquired.


City Seeking Rehabilitation and Renovation for the Crestview Hotel - the City has approximately $3.7 million in Federal Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds that could be used for rehabilitating and renovating the Crestview Hotel after it is acquired and a developer/operator is selected.
