Moratorium on Hill Country Wastewater Discharge Permits

The Issue

We, the undersigned residents of Comal County, Blanco County, Hays County, Kendall County, and the Texas Hill Country, request an immediate moratorium on the approval, implementation, and expansion of centralized wastewater discharge systems until full independent environmental and hydrological studies are completed. These systems directly impact the Trinity Aquifer, Edwards Aquifer, Guadalupe River system, and Canyon Lake watershed, which serve as critical water sources for residents, wildlife, and future generations.

 


These aquifers and waterways do not stop at county lines. Decisions made in one jurisdiction affect the entire Hill Country region. Until cumulative impacts are fully studied and publicly reviewed, continued approvals present unacceptable long-term risks to water quality and environmental stability.

 


This petition calls on state agencies, county officials, and elected representatives to pause further centralized wastewater discharge approvals and ensure full transparency, independent scientific review, and protection of the Hill Country’s water resources.
