Measures emotional regulation, trauma response, aggression, bias, and ethical reasoning
Reevaluation after incidents

*Possible cap on Years allowed to work in certain feilds

 

2. National Licensing & Ethical Standards

 

Federal license for authority roles
Tracks misconduct nationwide
Prevents rehiring those fired for abuse of power

 

3. Continuous Monitoring

 

Tracks complaints, repeated force, or escalation patterns
Flags early warning signs before harm occurs

 

4. Public Transparency Database

 

Federally maintained and publicly accessible
Includes certifications, complaints, terminations, and disciplinary actions

 

5. Independent Civilian Oversight

 

Boards with subpoena power and investigative authority
Fully independent of unions, politicians, or agencies

 

6. Wellness & Support Programs

 

Trauma therapy, stress regulation, and non-punitive mental health interventions
Helps authority figures act responsibly and ethically
