The issue

Petition: Modernise and Upgrade the Stony Point Rail Line
 
The Stony Point line is currently the only non-electrified train line in the Metro Trains Melbourne (MTM) network. Because it relies on a single track and borrowed V/Line Sprinter diesel trains, services are deeply infrequent, outdated, and unreliable

For residents on the Mornington Peninsula, this line fails the ultimate test of modern public transport: it is not a "turn up and go" service. Instead of enjoying a spontaneous journey, passengers must rigidly plan their entire day around trains that run over 90 minutes apart.

Missing a single connection results in catastrophic delays. For many local communities, the line is a service that merely exists rather than a viable choice for daily commuting.

Every so often Large Steel coil trains run Throughout the line, which currently when that train runs though the line the trains have to completely clear the line for 15 to 30 minutes which may affect services.

The Opportunity: Unlocking the Region
Upgrading the Stony Point line will completely transform public transport on the Peninsula. Frankston Station will evolve into a booming regional transit terminal rather than just a line terminus. Commuters will gain a dependable choice for daily travel, local traffic congestion will decrease, and tourists will enjoy seamless, world-class connections to the Western Port ferry service at Stony Point.
 
Our Proposal
We call on the Victorian Government and the Department of Transport and Planning to implement the following critical upgrades to transition the Stony Point line into a modern, reliable commuter network:
Transition to a "Turn Up and Go" Service or increased times around 20 to 30 Minutes which would seem reasonable for the area:

  • Duplicate the track where possible, or install modern passing loops to aggressively slash waiting times and boost frequency.
  • Modernise the Rolling Stock: Electrify the line or introduce modern, eco-friendly battery-electric trains (BEMUs) to replace aging diesel fleet stock, which could also replace the sprinters entirely!
  • Optimise Transit Hubs and Parking: Establish a high-capacity Park-and-Ride hub near major highway arterials (such as Baxter) to keep local cars out of the crowded Frankston CBD.
  • Synchronise Local Bus Networks: Completely redesign Peninsula bus timetables to seamlessly sync with train arrivals, eliminating long, stranded waiting periods.


Targeted Station Upgrades: install standard metropolitan amenities—including public toilets, digital Passenger Information Displays (PIDs), full accessibility ramps, and proper safety signage—at the high-priority hub stations: Hastings, Somerville, and Baxter.

Streamline Commute Times: Introduce limited-express services during peak commuting hours, or review underutilised, low-patronage stops like Morradoo, Tyabb, and Leawarra to significantly speed up travel.
