We, the people of Winona County and surrounding areas request and demand that the State of Minnesota, through the Department of Transportation (MnDOT), resurface Highway 74 North from Elba Minnesota with a bituminous or Double Otta Seal surface. We categorically reject the proposal from MnDOT to turn this portion of Highway 74 back to a crushed rock surface. There is no other State Highway in Minnesota with a nonpaved surface. We demand fair and equitable treatment and fully expect that our local Highway will receive the same maintenance and surfacing as neighboring counties. Furthermore, we have reason to believe a Double Otta Seal surface has a high likelihood of actually saving taxpayers’ money during its life cycle, rather than adding crushed rock annually and grading multiple times each year.
