Misuse of 34 million dollars of Public Funds in Harris County

The Issue

 

 

 
To the Honorable Members of the Harris County Commissioners Court,

We, the people of Harris County—taxpayers, parents, and advocates for truth and justice—demand immediate and decisive action.

For far too long, the voices of families torn apart and rights stripped away in secret courtrooms have been ignored. The public trust has been violated. Our tax dollars—over $34 million—have been funneled into the hands of a private, unlicensed business: National Screening Center LLC (NSC), which has operated without medical licenses, scientific credibility, or regulatory oversight.

This is not just mismanagement. It is a betrayal of public duty.
NSC is not licensed by the Texas Department of Licensing and Regulation.
NSC is not certified in forensic toxicology.
NSC’s owner, Bruce Jefferies, has no medical credentials, yet he has testified in court as an “expert,” resulting in parents losing custody based on unverified and scientifically unsupported drug test results.
The people of Harris County were never asked if their hard-earned dollars should fund this. We would have said no.

"Meanwhile, our city leaders claim they cannot afford to raise the pay of firefighters or sheriff’s deputies—yet millions continue to flow to this unqualified vendor with no questions asked."
Our Demands Are Clear:
Immediate suspension of all public payments to NSC and any affiliates.
A full public audit of contracts, invoices, and financial records connected to NSC.
A referral to the Texas State Auditor and appropriate investigative authorities for civil and criminal review.
A halt to all use of NSC in court cases, and a review of past CPS and family court rulings influenced by NSC’s testimony or test results.
Reallocation of public funds to essential services—not private profit schemes that harm families.
This is more than fraud. This is state-enabled family separation. It is the use of unregulated science to destroy homes. It is due process denied.

What Will History Say About This Moment?
If you do nothing, history will say that Harris County Commissioners knew—and let it happen anyway. But if you act now, it can say that when called upon, this Court stood with the people and against injustice.

The Constitution does not permit our courts to rely on unqualified vendors to decide the fate of children. This violates every principle of fairness and every safeguard our laws are meant to provide. As Mathews v. Eldridge, 424 U.S. 319 (1976), reminds us: the greater the right, the greater the due process required. Yet in Harris County, parents defending their families are treated with less legal protection than a tow truck operator challenging a parking ticket.

We ask you—not as politicians, but as public servants—to listen.
