Mira-Bhayandar: Demand to start Live Streaming of MBMC Mahasabha Meetings.

The Issue

Our Demand:

We, the citizens and voters of Mira-Bhayandar, demand mandatory and regular live streaming of General Body Meeting (Mahasabha) of the Mira-Bhayandar Municipal Corporation (MBMC) through MBMC's official digital platforms. 

This is a simple demand towards transparency, accountability, good governance and to improve public access.

1.) Why MBMC should Live Stream its Mahasabha meetings?

The MBMC is a public institution funded by taxpayers' money. Its General Body is one of the most important decision-making forums of the Corporation, where elected Corporators discuss matters relating to development works, public expenditure, policies, resolutions and issues directly affecting citizens & voters.  We, the citizens, have the right to choose our representatives, and we also have the right to monitor their work, and know how they are serving the public.

Mahasabha is not private property of any individual or any political party. It is a public institution functioning by public money, in the name of the citizens and for the sake of citizens.

2.) Every Mahasabha incurs public costs: 

Approximately ₹1 lakh of public money is reportedly spent on tea, snacks, water, food and miscellaneous arrangements for a Mahasabha meeting every month. If public is paying for the functioning of the Mahasabha, then the public also have a right to know about the proceedings of this Mahasabha.

3.) More than 500 citizens have already demanded Live Streaming: 

More than 500 citizens of Mira-Bhayandar have already demanded the Mayor Mrs. Dimple Mehta - through letters, emails and representations on the Aaple Sarkar portal, requesting that Mahasabha proceedings be Live Streamed. Despite repeated representations, this simple demand still stands pending.

If citizens' votes are sought for elections, then why is the voice of those same citizens being ignored after the elections?

4.) MBMC already utilises digital platforms for other programmes:

MBMC is already using official digital platforms to broadcast or share videos of various programmes and events. If municipal programmes can be digitally broadcasted then why the General Body Meeting is not broadcasted live? What is the reason for keeping the Mahasabha proceedings hidden from the public?

5.) Parliament, Legislatures and Courts have facilitated live streaming:

The proceedings of the Parliament and State Legislatures are available to citizens through live broadcasting via their digital platforms. 

If proceedings of institutions at the highest level are live, then why Mahasabha proceedings are inaccessible to the citizens.

6.) Other Municipal Corporations are already moving towards transparency:

Several BJP ruled  Municipal Corporations in Maharashtra have already started Live Streaming of its General Body meetings, including Brihanmumbai Municipal Corporation (BMC). 

Our Petition:

We call upon Mrs. Dimple Mehta, the Mayor of Mira-Bhayandar Municipal Corporation; the Municipal Commissioner Mr. Radhabinod Sharma; the Chief Minister of Maharashtra, and the Minister of Urban Development Department to take immediate steps to ensure that: EVERY MBMC GENERAL BODY (MAHASABHA) MEETING BE LIVE STREAMED THROUGH MBMC'S OFFICIAL DIGITAL PLATFORM.
