Minno was returned to her owner, and that is important.
However, there are important lessons to be learned from this situation.
1. Lost pets should be processed through the county. Chips are only effective if lost pets are scanned for a chip. Minno was not scanned when first lost and only luckily scanned 20 months later when lost for the second time. Remember she was 9 years old when she was first lost.
2. While it is important to keep phone numbers up to date on chips, that has nothing to do with whether the pet legally belongs to someone. If a phone number is not updated, there is still email and local address. Animal shelters will try various ways to contact and so with the chip company.
3. Vets have their own specialties and deciding ownership of lost pets is not one of them.
4. If every state made taking a pet that does not belong to you a felony (as true in OR, CA, WA) it would solve a lot of heartache. If people are reminded of just how valuable a pet is, they might not assume abandoned and might try to find owners more.
That said, we need work on making microchips work more and making illegal pet rehoming occur less.
