This issue of puppy mills is prevalent across the entire United States, with more than 10,000 puppy mills in 47 states and Puerto Rico. To fix this, state and city governments should require any animals sold at pet stores to be sold from rescues. This would ensure a level of economic stability, while vastly decreasing the emotional pain that all puppy mill dogs encounter. Animals are the most innocent members of society, and how a community treats them can represent values they hold. Millions of people across the US have dogs. And every year, millions are fooled into continuing the cycle of abuse and terror of puppy mills. Breeders who abuse animals must be stopped. In total, a way for this to be fixed is to end pet stores from selling animals that come from puppy mills, and the way for this to be done begins with government action.
