Pass a law to allow the windows of vehicles to be smashed open to save a pet in a hot vehicle.

The Issue

I helped save two dogs in hot vehicles in St. Paul, MN, on July 9, 2015.  If I only found two by chance, then we all know how many I did not get to.  I want a law put into action to allow a citizen to smash the window of said vehicle to save the pet inside on hot days.
