Remove Susan Pilbrow, Senior Manager at Ministry of Social Development CYF Lower Hutt 2016
The issue
What we are asking for?
(1) Removal of Susan Pilbrow and a strong message sent that we will hold our Public Servants to a high standard of honesty and integrity
(2) Parliament to establish an independent complaints authority to deal with CYFs complaints which is an independent body, separate from MSD.
(3) The Ministry of Justice provides training to all Family Court Judges and CYFs Managers on the Rhetoric Case findings completed by Orebro University in Sweden. Which sets out common persecution strategies used in CYFS investigations. It is imperative that Family Court Judges have an understanding of these issues.
(4) An independent Government inquiry be undertaken into the cases where these persecution strategies by CYFs social workers have been alleged and recommendations and findings implemented into the shape of a future CYFs type organisation.
The complaints against the Ministry of Social Development namely Ms. Pilbrow are as follows:
CYF relied on a CYF employee, Susan Pilbrow, for information about the 15 incidents of assault, until the time of the meeting with the Police in April 2008, given that Ms. Pilbrow had a conflict of interest as the Chair of the Board of Trustees.
It is likely that CYF’s decision not to make an offer of assistance to the Police until 8 April 2008 (after further media interest in the matter), was influenced by material sourced from Ms. Pilbrow which contradicted advice from the Police as to the severity of the assaults, and which was given undue weight on account of her position as a senior CYF employee. This complaint is sustained.
Covering Up Serious Abuse
Ms. Pilbrow claimed the following:
“The Hutt Team Leader, Susan Pilbrow advised the Site Manager of the police investigation as she is the Board of Trustee’s Chair. She was able to advise that the investigation related to an incident of bullying in early December which was dealt with by the School at the time.
The information reported above by police [that a boy had been held down by force and had a screw driver pushed into his anus] was not the information given to the School. The young person was seen by a Doctor who confirms there was no sexual violation. The young person was poked by a screwdriver over his clothing and was extremely upset at the time.”
The Ombudsman found the following:
Ms. Pilbrow’s position as both Hutt Team Leader and Chair of the BOT caused Ms. Pilbrow’s perspective on the facts to be taken at face value and afforded undue weight. As noted above, the medical report cited in this briefing as contradicting the most serious assault, could not reasonably be interpreted as disproving the assault and appears not to have conformed with CYF guidelines about obtaining medical evidence in situations of suspected child abuse.
After this very poor conduct Susan was then promoted to Site Manager!!!! A Completely dumbfounding move
Ms. Pilbrow's Behaviour continues without remorse
Multiple complaints continue to surface and be upheld against Ms. Pilbrow and her staff's ongoing reckless and dishonest behavior of protecting child abusers and covering up abuse.

“The Human Rights Commission is to investigate schools’ anti-bullying policies to see whether children’s rights to safety are being protected. The move follows calls for a national inquiry by parents of bullying victims at Hutt Valley High School. The investigation is linked to a study by the children’s commissioner into pupil safety and school violence.
Chief Human Rights Commissioner Rosslyn Noonan agreed to analyse children’s human rights concerns after meeting Hutt Valley parents. Her report will focus on the right to safety and security of the person, the right to education and the rights of victims”.
It will consider how human rights are addressed by schools’ anti-bullying policies and make recommendations in situations in which policies are not protecting children.
The Government unveiled anti-bullying initiatives this year after a spate of school violence. Documents issued under the Official Information Act show Education Minister Chris Carter called for urgent action amid fears that schools were not treating bullying as a priority.
Last December nine Hutt Valley High School boys were dragged to the ground and violated by a pack of six classmates.
The victims’ parents wrote to the Human Rights Commission alleging a “systematic failure” by state agencies responsible for protecting children. They asked for a national inquiry into violence and human rights abuses in schools.
The commission has agreed to assist Children’s Commissioner Cindy Kiro’s school safety investigation, which is due to be issued in February.
The Hutt Valley parents’ spokesman welcomed the investigations, saying playground violence was “a much broader issue than one school … We’re talking about child abuse”.
