Net Metering Restriction (5KW) removal from Electricity (Rights of Consumers),Rules 2020

The Issue

SOLAR PROJECT ABOVE 5 KW WILL NOT BE ELIGIBLE FOR NET-METERING:-

As per Draft Electricity (Rights of Consumers), Rules 2020, now the consumer of electricity will be recognized as "Prosumer" who can not only consume but produce electricity and can transfer the extra generated power to the grid. However, the net-metering will be allowed only up to 5KW and above which the consumer will be provided Gross metering facility.

As per the para 4 of clause 9 of the Draft, " The Regulations on Grid Interactive Roof-top Solar PV system and its related matters shall provide for net-metering for loads up to 5 KW and for gross metering for loads above 5 KW".

This clause will completely demolish the Solar Industry as consumers above 5 KW has no option but to opt for Gross-metering which doesn't seem lucrative for him to sale the power to Discom at even less than half the rate, he is purchasing from Discom. His payback period will get longer. Consumers having requirement of >5KW will also try to install minimum capacity solar project in this case. MNRE Phase-II scheme for Residential Rooftop will completely fail since major capacity of the projects are > 5KW, if this clause applies consumer will either restrict the project size to 5KW or will not at all go for solar.

Currently, in most of the states there's maximum limit of 1MW Solar Project under net-metering. We want the same to be continued for the survival of SOLAR INDUSTRY.
