To Ministry of Human Resource Development for negligence caused by Mumbai University

This petition concerns thousands of students studying in Mumbai University and other colleges affiliated to it. Results of 2016-17 have turned out to be a chaos for the students from LL.B., LL.M., BA, B.COM, and such other courses conducted by the university and haven’t been given the due diligence they deserve.

 I am a Government Law College, Mumbai (GLC) graduate who has been ‘wrongfully failed’ in the final year examinations conducted in the month of May 2017. To begin with, the results were delayed for a period of more than 3 months. After an intervention of the state government, the University was ordered to declare the results as soon as possible. Three deadlines, i.e. 30th July, 5th August and 15th August were given to the university, failing to meet which the university was given a final deadline of 31st August.

 On the morning of 31st August, the university declared the results of the 5 year law course and 3 year law course and it turned out to be a nightmare for the students, especially the final year students (V-V and III-III). To start with, the official website ( was temporarily shut down due to technical glitches. On top of that, on checking the results, it was found out that more than 50 students were marked as “absent” in different subjects, along with many showing "null and void". An extraordinary number of students have ‘failed’ in the same subject (Law of Evidence) and many in other subjects too. Also, the students have scored a lot less marks as compared to all the previous semesters/other subjects.

 Many rumors are floating around in the groups and news sources about how the negligence of the concerned authorities has led to these unfortunate circumstances. We are not sure what the real reason is; all we know is that the prestigious and reputed Mumbai University has no right to play with our careers. This petition is being filed in order to save the students from the repercussions of the delayed and negligent results. Some of the consequences being faced are:

-  Admission in colleges for LL.M. and other higher degree courses cancelled

-  Non-qualification for the enrollment with the State Bar Councils

-  Job opportunities lost

 I am appealing to the Hon'ble Shri. Prakash Javadekar, Minister of the Department of Higher Education, Ministry of Human Resource Development, Government of India to take a stand in this matter and take careers of the students as the top concern, which is being ruined through no fault of theirs. Here are a few action points that need to be implemented:

- Better and more convenient options available to the students for revaluation of their papers without payment (Rs.500 for each subject);

- Faster declaration of results of revaluation/re-assessment of all those affected;

- Appointment of more accountable persons involved in the assessment of university papers and removal of those responsible for such baseless results;

- Compensation to the students whose careers got ruined/opportunities lost due to the negligence of the university.

 My humble request to the Ministry of Human Resource Development is to look into the matter so that I and my fellow students do not have to suffer any more at the hands of Mumbai University.
