MIgrant labourers on the road, with small children need Govt, Transport to reach home .

The Issue

Thousands of migrants labourers ,are walking on the roads , with their families including small children ,with their belongings on their heads, heading back to the what they feel is the safety of their villages in different states.

They are being charged  upto Rs.4000/- or even more per person by Truck drivers who take batches of 60 to 70 persons on each truck to places in UP and Bihar from Maharashtra , Delhi and other states.

Many such over loaded trucks have met with accidents on the highway already and workers and children have died,

The Govt of India , Ministry of Home Affairs, especially our Home Minister, Mr Amit Shah  is requested  by way of this petition to organise a massive project  requisition buses and trucks ,which are lying off the road due to the lock down , with Transport Companies and owners  , to help ferry these poor migrant workers and their families and small children , free of cost to their villages in their home states.

One the project " MIGRANTS REACH HOME QUICKLY " is planned and implemented , The Truck operators can be given coupons for their drivers , with scanning codes on them , by the Govt to avail  refilling of diesel at designated petrol pumps on the demarcated route. The petrol pumps owners , could be reimbursed with the amount of diesel given to these Truck drivers , from a specially set up portal by the Govt to pay for the diesel on the same date as diesel is give by their scanning the code on the coupons and getting the amount in their designated bank accounts. All the data of Petrol pumps on the planned  routes is available with the Govt to organise such a project quickly..

The total distance to be travelled can be broken up into  smaller journeys which can be achieved in 8 hours to  with towns 500  kms.apart . At these cities ,where another set of trucks, organised by requisitioned by the Govt .  with the same tokens for diesel , will transport the workers to the next city 500  kms ahead. This will be followed to till the last designation in the home state.

The first set of trucks  after completing the first 500 km leg of the outward journey, will return to starting city to pick up the next set migrant workers.

In this manner the migrant labourers can be transported to their home states by the trucks requisitioned with only wages of truck drivers,  diesel and some amount being paid to owners whose truck were lying idle.

Trucks are requisitioned in our country all the time for Govt. duty during National and State elections. So whether paid a nominal amount or not , I am sure all Truck Operator Unions  and owners will not say no to such a project to help the poor where thousand may die on the road due to fatigue , falling prey to animals at night stops and anti social elements of society.

If planned it can be done on a large scale and if it is to be done,  it must be done immediately.

The other and easier option is that instead using trucks and buses of private operators .the buses of Delhi Transport Corporation  and other State Transport Corporations which are in any case lying idle and off the roads can be pressed into service and for the filling of diesel en route authorisation slips issued by the Govt for  diesel can be issued and petrol pumps reimbursed by scanning the codes on the same, funds going into their dedicated  adhere linked or Govt data ( Income tax linked ) bank accounts.

If an Airlift  of  our citizens from the Middle East could be organised some years ago and  even this week citizens of our country are being  brought back by special flights from different countries during this pandemic , surely trucks/buses can be arranged to go by road and pick these poor, tired and helpless citizens on the long walk home and get them to their homes quickly and safely.

Please Mr Shah , you have the authority and the availability of Govt. machinery  to implement such a project. It will save the misery of  hundreds of thousands of workers and maybe their lives too.
