Namaste Hon'ble Sirs,

I am Gourab Mohanty, an Indian citizen first and then a state citizen next, wish to bring your kind attention over a major issue in the state of Chhattisgarh related to vaccination process. 

The Government of Chhattisgarh decides to run their incompetent vaccination portal by the name "CG Teeka" which has lot of problems registering an individual residing in Chhattisgarh, plus the vaccine administrators under this scheme haven't acknowledged our doses from the first jab till the second, which in short, citizens in Chhattisgarh who have received their doses of Covaxin or Covishield within the state haven't received their acknowledgement of their respective doses be it first or both. This issue has risen since the government of Chhattisgarh has decided to go for manual entry of citizen's details recieving the dose from 1st of May for everyone between the age of 18-44. 

It is difficult to understand that how one state (Chhattisgarh) out of 29 states in India got the approval to initiate their own unrecognised inefficient incompetent vaccination portal CG Teeka when there is a worldwide accepted Central Government vaccination portal known as "CoWIN".

There is a lot of issues with CG Teeka as highlighted below:

1.  There is no record of citizens getting acknowledgement of recieving their jabs under CG Teeka scheme as of the acknowledgement citizens recieve after getting jabs under CoWIN scheme.
2. There are citizens awaiting their second dose but can't receive because they can't book their appointment for vaccination in the CoWIN portal because they received their first dose of vaccine under CG Teeka scheme.
3. There are citizens who have received both their jabs under CG Teeka scheme but now that CG Teeka website is shut down, there is no way the citizens get any sort of acknowledgement certificate or vaccination certificate that they can use to go out of Chhattisgarh state for their career or studies. 
4. There is discrimination in giving doses in Chhattisgarh under CG Teeka scheme where there is classification of castes to get the doses, which is horrendous when it comes to the health of citizens. Who decides which caste should receive the jabs first and which should next? Well the Chhattisgarh Government and the CG Teeka vaccination centre administrators decide whom to give the jabs first and then second. The CG Teeka portal asks for the caste of the vaccine recipient whether he or she is a SC/ST or BPL (Below Poverty Line) or Antyodaya Card holder or a normal APL (Above Poverty Line) General candidate. Yes sirs at the Central Government level, you heard it right, asking for caste in Chhattisgarh State vaccination portal, this is happening here.
5. Citizens getting vaccinated at CG Teeka vaccination centres get a handwritten form (parchi) of records of vaccination date and time. I believe the central CoWIN portal vaccination centre follow a better protocol in this by instantly entering the details of the vaccine recipient and the recipient receives instant acknowledgement via SMS from CoWIN portal thereby generating a vaccination certificate. People vaccinated under CG Teeka scheme are still awaiting their electronic acknowledgement of receiving jabs since 1st May as all their details are written manually at CG Teeka vaccination centres in a register.
6. People who have recently / temporarily migrated to Chhattisgarh from other states long ago and still have their IDs from other states say like Aadhar card bearing their outside Chhattisgarh address are being denied second dose of vaccine at CG Teeka vaccination centres. I faced the same situation too because I have my Aadhar card address outside Chhattisgarh and the vaccination centre administrators tried to deny me vaccine jab.

Seeing this huge issue and mismanagement of vaccination under CG Teeka scheme along with discrimination faced at CG Teeka vaccination centres, I strongly believe that all records maintained by concerned authorities of CG Teeka have to be migrated to CoWIN as soon as possible. It is a matter of urgency because the futures of lakhs of citizens in Chhattisgarh are at stake as they can't go outside Chhattisgarh since the CG Teeka vaccination certificate is not valid outside the borders of Chhattisgarh and are not recognized in the first place anywhere.

Students in Chhattisgarh, who have received CG Teeka vaccination certificate and who have to go to foreign countries for their studies, can't apply for visas as the CG Teeka vaccination certificate is not valid but a CoWIN certificate is, thanks to now addition of information about linking of passport details with a CoWIN certificate. 

Many citizens of Chhattisgarh are still awaiting their acknowledgement of getting their vaccinations, and they aren't able to because all details are manually entered and only few received electronic acknowledgement from CG Teeka portal. This sort of mismanagement of vaccination details has to be sorted as soon as possible.

Therefore, I as a responsible citizen of India first and a state citizen next, request the concerned authorities at Central Government level to examine this vaccination issue in the state of Chhattisgarh and resolve it as soon as possible. Most of the citizens including me and our fate lies in the central and state government's hand. Please make our vaccination data available in CoWIN portal because many of us have got first dose under CG Teeka vaccination scheme and await out turn to get the next. Please make our vaccination data available in CoWIN portal because many of us have received both doses of vaccine at CG Teeka vaccination centres but have no certificates to take with us when we wish to go outside Chhattisgarh for our careers and lives. Please make our vaccination data available in CoWIN portal because many of us have CG Teeka vaccination certificate but there is no way to authenticate them plus there is no authority recognizing it outside Chhattisgarh be it at any Railway station or Airport or Embassies of any country inside India when many of us wish to apply our visa for our careers and futures. Even the hotels or airlines don't recognize the CG Teeka vaccination certificate for your kind information thereby denying us service of any kind.

This is a humble request from me as a responsible citizen of India. Awaiting your response about this big scandal / mistake that Chhattisgarh Government has done playing within its jurisdictional citizens and migrants by deviating from already well established central vaccination system which is meant for every citizen of India. 

I am a student and a career seeker in the field of Aerospace Engineering, whose fate has been temporarily sealed by state government of Chhattisgarh because my CG Teeka vaccination certificate is invalid outside the jurisdiction of Chhattisgarh state government unless authorities of Central Government do something. My field of expertise demands me to be present and travel outside Chhattisgarh and India many/all the time, but CG Teeka vaccination certificate is the issue here and if the Chhattisgarh Government can transfer my vaccination details from its CG Teeka portal / administration to CoWIN portal administration, so that I can obtain a verified CoWIN vaccination certificate to pursue my career and expertise well, it would be much grateful not only for me but for all citizens of Chhattisgarh. I sincerely await for the good news when we all Indian citizens inside Chhattisgarh who took vaccinations under CG Teeka vaccination scheme, get our CoWIN certificate of vaccination soon for our lives to continue and this great confusion to disappear.

Please migrate our vaccination data from CG Teeka to CoWIN. I hope the concerned authorities help.
