Harsher sentencing and rehabilitation for animal abusers

This is Chunkys story - "A stolen dog" as reported in the Evening Standard 26/11/2015. The suffering inflicted on this little puppy has upset and incensed me greatly. It is my hope that animal lovers can come together to make sentencing for such horrific crimes both realistic and proportionate.We are a nation of animal lovers yet crimes against animals such as Chunky warrant ridiculously inadequate consequences for the perpetrators. Without rehabilitation how will the abuser recognise their crime or change their behaviour and values? I fear they will only re-offend. The following is directly taken from the Evening standard:
"Chunky, a Chihuahua cross puppy, was fed drugs and set on fire after being viciously tortured by four “barbaric” teenagers. He was kicked and punched by the gang before being left for dead at a rubbish tip in Margate.
Investigators found he had been tortured for several hours prior to being abandoned.
The sick youths set fire to his face and eyes with a deodorant can 'flamethrower', fed him drugs and broke his leg and neck. In October, three teenagers, two aged 16 and one 15, admitted animal cruelty and a fourth youth, also 16, pleaded guilty today to the same offences at Folkestone Youth Court.
The group have been disqualified from keeping all animals for five years, given a year-long referral order and ordered to pay costs.
One youth paid £1,000 and the other two were ordered to pay £500. They cannot be named for legal reasons."
RSPCA inspector Caroline Doe said: “This was the most disturbing case I have ever dealt with - by an absolute mile" despite this the consequences for these youths was too lenient in my opinion. Where is the rehabilitation? where is the punishment for such actions? Lets unite and make a stand- lets change and help all abused animals get the justice they deserve. WE are their voice, We can make change happen!!
