1. Keep a log of smoke drift incidents, recording the date, time and location of smoke infiltration as well as reporting dates to the MA/security guards. Collect photo/video evidence if possible.

2. Set up a chatgroup in your block with secondhand smoke victims from various floors to help take photo evidence and compare notes when smoke drifts in so you can confirm the source of smoke and take appropriate action.

3. If the problem persists, and if the smoker is a tenant, write a formal complaint letter to the tenant's landlord (MA to forward) for breach of condo house rule/by-law and breach of nuisance clause in the standard tenancy agreement. Attach your smoke drift log with reporting dates to MA/security guards and any photo evidence available.

Tenancy agreement nuisance clause -- see "Use of Premises" clause 5.1 i:

“do or permit to be done in or upon the Premises any act or thing which may become a nuisance or annoyance to or in any way interfere with the quiet enjoyment of other adjoining occupiers or give reasonable cause for complaint from the occupiers of neighbouring premises” 

The landlord should advise his/her tenant to comply with the condo house rule/by-law and tenancy clause.

4. If there's still no improvement after step 3, then apply for mediation via CMC. The Ministry of Law sends letters out FOC and you the applicant only pay $5 if both parties proceed to mediation. 

Based on actual experience, tenants often move out after receiving CMC letters upon lease expiration. Foreigner tenants would also be worried that their Employment Passes may not be renewed if they get into trouble.

5. You can also request your MP to visit the smoker and mediate. SMS for National Development Sim Ann and other MPs have done so. Attach your smoke drift log so your MP will understand the severity of the problem.
