Change times construction noise is permitted in Brisbane
The issue
Section 440R of the Environmental Protection Act 1994 states:
A person must not carry out building work in a way that makes an audible noise—
(a) on a business day or Saturday, before 6.30a.m. or after 6.30p.m; or
(b) on any other day, at any time.
Due to excessive overdevelopment of units and apartments across Brisbane, and the health impacts on communities regarding noise and air pollution, I would like to see the above hours restricted to more respectful hours which acknowledge people need rest from noise to reduce the stressful impact of development around them.
I request these hours be changed to:
- no construction at all on weekends, and
- limit the hours during the week from 8am to 5pm.
I would also like to see the Council complaints regarding noise from construction sites handled in a better way. Currently, if you make a complaint about a building site starting work before 6.30am, Brisbane City Council sends someone to your property to measure noise levels rather than simply sending someone directly to the offending construction site to fine them. I would like to see construction sites operating outside the existing hours heavily fined, for the fines to stick, and for the Council to visit the site for investigation instead of investigating the person making the complaint.
Research shows that lack of sleep, noise and air pollution, and overcrowding all lead to serious health problems, including diabetes, asthma and heart conditions. Balancing communities and property developers is not easy, but at present the developers are favoured, and that's not right.
