NSW National Parks Concession Permit Changes

NSW National Parks Concession Permit Changes
Why this petition matters
National Parks NSW have changed how they issue Annual National Parks Pension and Veteran Concession Permits. Up until 2020 they issued them to an individual's name. Now in 2021 they are now issued to one (1) registered vehicle in the pensioners name or at the same address. You can no longer get a hard copy permit, only digital permit.
My issue is this. What if you no longer drive due to age or a disability or you never held a licence or never owned a vehicle. What if you have more than one vehicle registered in your name or use a shared vehicle and use multiple vehicles to visit National Parks. What if your registered vehicle is off the road or you have a rental vehicle, this leaves you illegible to use your pensioners permit or makes you illegible to apply for a permit if you do not have a vehicle.
Digital permits are the only option, however not everyone has a smart phone, so how can this be mandatory, when a driver's licence has the option of hard and digital licence. How can National Parks only offer a digital option.
This is unfair and discriminative National Parks needs to offer both hard and digital options for the permit pass. National Parks should also overturn the registered vehicle and reinstated it to being registered to the individual applicant.
I appreciate all who sign and or share this petition in support of fairness to everyone who for recreation reasons visit our National Parks in NSW.
