The Issue
IMPEACH MAYOR MIKE VICTORINO
Mike Victorino has shown over and over during his first two years in office that he does not have the experience, judgment, or temperament to be the Mayor of Maui County.
- Victorino squandered an opportunity to leverage the millions of dollars of federal CARES Act funding and instead there are a lot of questions on where and how that money was used.
- Victorino continues to put tourism over our local needs, over our citizen's health, and over our children’s education.
- Victorino cancelled the COVID-19 pre-test policy, even though the daily cases went down 14% at the same time there was a 382% increase in tourists. Then, on July 8, 2021, Victorino changed the policy so that vaccinated tourists/passengers no longer had to pre-test which has resulted in the daily average Covid cases rising by an astounding 1089%.
- Victorino has done nothing to diversify the economy or to create jobs. Let us repeat this again since this is so critical to the future of Maui, our Keiki, and the environment: He has done NOTHING to diversify the economy or to create jobs.
- Victorino has documented anger management and aggression issues. In fact, during a recent County Council hearing, more people testified about the Mayor's own anger and bullying issues than the person who the hearing was about.
- Victorino berates his staff and those that disagree with him.
- Victorino hasn't made any progress on finding long-term solutions for Maui County's unsheltered residents. There is no reason why Maui County can't find housing solutions and mental health solutions for the thousands of people that are living in broken-down cars and on the street.
- Victorino hasn't provided any substantial policy solutions or progress to create a sufficient amount of affordable housing.
- Victorino has tried to appoint people with questionable pasts and experiences to important County boards and commissions.
- Victorino fails to enforce the Charter and County Ordinances and Rules which protect Maui’s environment.
- Victorino has done nothing to get rid of the Upcountry Water Meter list debacle that started in 1994. The County itself openly admits that the average wait time for a water meter for Upcountry residents is 20 years.
- Victorino tries to use politically motivated press announcements to make it look like he cares but fully understanding before he makes announcements that nothing will happen and he is just doing them for theatre and future political cover. Two recent examples of this are a) Victorino saying public schools should stay closed because of COVID 2 days before classes open - all the while he continues to slow down testing and keeps embracing tourist visitors, and b) his request to airlines to "pause" and slow down flights to Maui, all the while knowing he has no authority and that these words and this request is just lip service while he provides no substantive policy solutions on how to balance the rights, health, education, and the lives of local residents with tourism.
- Victorino has created an adversarial relationship with the Maui County Counci. Instead of working with the County Council on solutions, Victorino's insecurities manifest as angry, hostile, and disturbing remarks against members of the Council including responding to a town meeting set up to allow for public questions about COVID-19 with a panel of informed representatives, saying publically that, “You are not going to take over this County without a fight”. Really? Not Pono. Victorino's remarks were especially troubling because they were made right after the January 6 attack on the U.S. Capital and were reminiscent of other inflammatory remarks being made at the national level.
- Victorino provides no leadership or vision.
- What vision has he laid out for what Maui County should be and what Maui County stands for? What has he actually done to create jobs? To Diversify the economy? To help our kupuna and keiki? To help the environment? Protecting the status quo is not leadership.
- Victorino is an embarrassment.
- Maui County needs to impeach Victorino!

How does the procedure for impeachment work in Maui County?
Our understanding is that impeachment of Maui County Officials (including Mayor Victorino) is governed by Article 13 of the Maui County Charter. https://www.mauicounty.gov/DocumentCenter/View/126103/Charter-2021-Edition
A verified petition must be submitted to the Second Circuit Court of the State of Hawaii and signed by at least 5% of the voters registered in the last General Election. Per the State Department of Elections - For the 2020 General Election, in Maui County, 107,930 residents were registered to vote x 5% = 5397 signatures.
Per Charter Section 7-6. Vacancy in Office... if there is a vacancy in the Mayor's Office, if there is more than twelve months left in the term, the voters, via a Special Election, will elect a new Mayor to serve out the remainder of the term. If there are less than twelve months remaining, the Managing Director becomes Mayor for the duration of the term.
Next steps:
This change.org online petition is the first step to show the level of community support for impeachment. If we can get over 5,000 signatures on this petition, it will provide momentum for going forward with an official verified petition that will be submitted to the Second Circuit Court of the State of Hawaii.
