Mid-City/South LA Against Walls
The Issue
Los Angeles is not a city of walls. We’ve rejected the idea that neighborhoods should wall themselves off from the public. Yet in Wellington Square, gates have been erected across public streets — turning them into private enclaves. These gates are more than a nuisance: they are illegal. In Whitley Heights Civic Assn. v. City of Los Angeles (1994), the California Court of Appeal ruled that the City cannot authorize residents to gate public streets, and that doing so violates the public’s right of equal access. Despite this clear precedent, these gates have stood for years, blocking Victoria Avenue, Wellington Road, Virginia Road, and Buckingham Road at multiple entrances. The City has not followed its own laws, has failed to renew any proper authorizations under Vehicle Code §21101.4, and has allowed unlawful barriers to remain in place for decades. These walls increase congestion, delay emergency services, endanger pedestrians and cyclists, and divide neighbors. It’s time for Los Angeles to enforce its own laws and tear down the gates.
