Every day, all over the world, thousands of people get this error message. The message is a lie. No other folders or files contained are open yet this stops your work dead in its tracks. This problem has existed in Microsoft Windows for many years affecting the worlds productivity, yet they have done nothing to fix it. 

If you search google for solutions there are hundreds of pages on it. The Microsoft help pages discuss it at length with no help at all!  I found one Microsoft page of advice which said re-boot in safe mode. - completely ridiculous and more time wasting.

This may seem a small thing to complain about and start a petition on the world scale of things but I am fed up that this has been going on for years. Windows is the dominant O.S. Across the world that we have little choice but to use, you would hope Microsoft would accept their responsibility and listen to complaints but when advised of known issues through their help sites but nothing is done. I don't know what else we are supposed to do. 

Please support in raising a voice to get Microsoft to actually fix this age old problem in their product please sign the petition.
