Bulgaria is not supported region for Xbox services despite that a lot of people own and play on the console here. They need to use various workarounds like registering their accounts is different countries to be able to purchase games. Also, we miss great stuff Microsoft offers in other countries - Game Pass Quests and Microsoft Rewards to name a few.

It will benefit both the local community and Microsoft if Bulgaria is supported officially.
