Please create a law/ordinance to prevent animals from being tethered/and or left outside continuously, especially in extreme weather. Exposing animals to extreme temperatures is abuse. 24 hour tethering causes animals to be fearful, possibly aggressive (due to fear) and being unsocialized. This is a cruel existence! Tethering should be limited to 30 -60 minutes.    Example ordinance
