On May 29, 2019 my son’s small therapy dog, a Morkie named Hennessy, was stolen.  My 17 yo old adopted son suffers from severe depression, anxiety, ADHD, and Fetal Alcohol Syndrome.  He was walking our two little Morkies (Morkies are a mix between Maltese and Yorkie breeds) Hennessy and Lukie when a car with 4 African American young adults in it, one female and 3 males, stopped to talk.  They spoke about rare breed dogs, and how they had some too.  They asked what kind of dogs these were and could they pet them.  We are used to this, as it happens on almost every walk, because they are quite adorable.  When my son said yes, the people opened a couple of doors and were petting the dogs.  They then grabbed both dogs by their harnesses and pulled them into the car and proceeded to drive off.  Though my son was stunned, he held onto the car by a seatbelt and the door frame of the car and was being dragged down the street while they beat him to get him to release his grip.  He managed to hang on long enough to get Lukie back out of the car, but could not reach Hennessy before being thrown off.  He had severe injuries, injuries that subsequently got infected and took several weeks to heal.  He has some permanent scarring—some physical, some emotional—from the ordeal.  We called the Farmington Hills police immediately and they were here within 5 mins., they were and continue to be excellent and have helped us in multiple ways. 

Hennessy is 5 lbs., has a docked tail and is microchipped.  We contacted the microchip company and reported him as stolen and the microchip was flagged.  After the kidnapping I joined multiple lost dog sites on the internet.  We put up posters and yard signs at pet stores, veterinarians, dog parks, groomers, etc.  During all of this and talking to multiple vets I discovered that many vets and some shelters do not regularly scan new animals for microchips.  Some vets do not even have the equipment to scan for microchips. 

I am reaching out to you, because I would like to propose a law called the HENNESSY LAW.  One part of the law would be a mandate for vets and shelters to have in their possession a scanner to scan new animals; they would be required to use this equipment to scan all new animals and keep a data base of all animals.  The second part of the law would be to enforce stricter penalties for the kidnapping/stealing of animals.  I have learned that there is a large black market for stolen animals and there is an incredible amount of money to be made in the kidnapping/stealing of animals.  Some of these animals are also used for dogfighting or as bait dogs.  In order to stop this growing trend that is becoming a national problem, WE NEED SOMEONE TO STAND UP FOR THESE ANIMALS.  We also need something to prevent other families from having to experience the trauma we have experienced.
