As legitimate tattoo shop owners we are seeing a rash of unqualified people tattooing out of their houses and or opening tattoo shops. They are not following current Illinois Tattoo Law and most important scarring people and passing life threatning disease. Teenagers are able to buy equipment online and in return with no training or experiance tattoo their friends as young as 10 years old.
