I am thrilled to officially declare victory for this petition!
What began as an effort to bring attention to a dangerous gap in Michigan’s missing-person response has become law. On July 24, 2026, Governor Gretchen Whitmer signed Michigan’s Silver Alert legislation, creating a statewide system to help locate missing vulnerable adults.
This effort began in our community following the disappearance of David Moffett, a 70-year-old man living with dementia. His story made it clear that Michigan needed a better way to respond when a vulnerable adult goes missing.
From there, so many of you stepped forward. You signed this petition. You shared it. You told your stories. You contacted lawmakers. You helped demonstrate that this was an issue Michigan could—and should—address.
And together, we did it.
I am incredibly grateful to everyone who supported this effort, to David’s sister Joanne Moffett for standing alongside us and sharing her family’s story, and to the legislators, advocates, law enforcement partners, community members, and organizations who helped move Silver Alert from an idea to Michigan law.
While nothing can change what happened to David, his story has created change that may help protect another vulnerable adult and another family in the future. That is a legacy worth celebrating.

Friendship Centers of Emmet County will host a Silver Alert Celebration on Friday, October 9, 2026, and we would love to have petition supporters join us as we recognize this important milestone and the people who helped make it possible.
