Reforms in M.Tech admissions of IITs

I had gone through these reforms and have some doubts can some one clarify
It says that ( 3rd reform).....Needy students will be provided necessary financial support
Now my doubt is what is the definition of " NEEDY" and who has to establish that a particular student is "NEEDY"
8th reform.....Good and deserving students will be provided teaching assistantship/ Scholarship.
My question is...
What is the definition of good and deserving students and who has to decide whether a particular student is good / deserving and what is the basis of a good and deserving student.
I observed some of the reforms made in a vague and in a hurried manner ( I may be wrong as these are my personal observations)
I urge the authorities to give much more clarity on these reforms.
