The Ishan Uday Scholarship was initiated by the Ministry of Human Resource Development. It is a Special Scholarship Scheme for the North Eastern Region. It is envisaged to provide ten thousand (10,000) fresh scholarships every year beginning from the academic year 2014-15 for general degree courses, technical and professional courses, including medical and para-medical courses. An amount of Rs.5400/- p.m. for General Degree courses and Rs. 7800/- p.m. for Technical & Professional courses (including Medical & Para medical courses) will be given through Direct Benefit Transfer (DBT) to the beneficiary student (as per UGC official website : https://www.ugc.ac.in/ner/About.aspx)
Is it a false hope for 10,000 students? This scheme was a ray of hope for the students who wanted to pursue higher education in premier institutions of the economically backward North Eastern Region. After much fanfare and support, the promises made by this scheme falls short of the expectations. The irregularity and lack of timely implementation of this scheme has led to frustrations among the students of the region. The scheme specifically targeted the middle class families earning less than Rupees 4.5 Lakh per annum. Thus, getting an amount of Rs. 5400/- per month for General Degree Courses and Rs. 7800/- for Technical & Professional Courses is a great relief for them.
The main issues of this scheme are:
- Irregularity: As proposed in the scheme, the amount is to be made available on a monthly basis. But, it is seen that the money is sometimes made available after a gap of some months causing difficulties for the students.
- Income Disparity: Students from the same program and same institutions are obtaining different amounts of money. Sometimes one may get a huge amount, while the other not even receives any.
- Lack of Adequate Funds: Even the students from the first batch of this scheme who have completed their respective course are yet to receive the full stipulated amount. The second batch who applied next year are not even receiving half of it. The current batch are yet to receive a single penny in their account.
There has been also a serious issue raised by the current batch of students that the proposed duration of the scholarship for some courses has been reduced. For example, for a btech degree of 4 years, the period of fellowship has now been reduced to 2 years which is further not extendable as mentioned in the award letter.
Therefore, we the students from North Eastern Region of India appeal to the Ministry of Human Resource Development and University Grants Commission to look into the issues mentioned above and turn this scheme into a success.
