Currently, there are approximately 1400-1500 people experiencing homelessness on the waiting list for housing in Indianapolis. Even with the city's admirable goal of housing 500 additional people by the end of 2021, this leaves 900+ people waiting for housing. In addition to this, the city's shelter capacity is capped because of COVID-19. This leaves a growing number of people with no place to shelter and staying in unauthorized encampments that are becoming more visible and causing concern among neighbors.

Tiny house villages have proven to be a successful, cost-effective piece of the Housing First strategies in many cities around the nation. Circle City Village is seeking to bring this strategy to Indianapolis by building the first tiny house village for people experiencing homelessness in Indianapolis based on well-researched best practices learned from other successful models. This village will provide 18 tiny houses for individuals with space for sleeping, a kitchenette, and a 3/4 bathroom with utilities. There will also be a community building for other needs. The village will provide community opportunities and support services to help residents begin to rebuild their lives. Circle City Village will be a pathway to healing and sustainable living for friends experiencing homelessness in Indianapolis.

To do this, Circle City Village has petitioned to have the lot donated to them at 1318 S Lynhurst, Indianapolis, IN  rezoned as a Planned Unit Development (2020-ZON-083). This zoning petition will be heard on January 20, 2021. We, the undersigned, support this project and ask the Metropolitan Development Commission of Indianapolis to approve petition 2020-ZON-083.
