Rethink the Ban on Provincial Buses--Consider the Human Toll

We consulted MMDA on June 4 and LTFRB on June 6 2019.  The two related issues of provincial bus ban and UV Express P2P ARE STILL PUSHING THROUGH which potentially will cause more suffering for public transport commuters

MMDA has announced that it will remove all 47 provincial bus terminals along EDSA.  Measures to mitigate the negative impact on provincial bus users are not yet in place.  There are grave concerns that the new scheme will entail longer travel, more waiting, less rest-time, and more expense for hundreds of thousands of provincial bus riders.  So far, the scheme appears to benefit mainly the minority of car users on EDSA (who may have only have a temporary relief from traffic congestion) while disadvantaging a very large number of travelers who use public transport.

The recent experience with the Paranaque Integrated Terminal Exchange (PITX) has highlighted the considerable suffering that can arise from hasty rerouting of provincial buses to PITX without proper provision of onward services.

We are petitioning the MMDA and the Department of Transport to defer the provincial bus ban.  We also ask that MMDA and DOTr:

1.   Undertake public consultations to inform fully the public of the proposal and ensure that the commuters' perspective and suggestions on alternative solutions are fully considered.  The service standards of the terminal and transport services should be explained to the public so that expectations are clear.

2.  Assess the implications for bus users and mitigate any negative impacts.   MMDA should clarify the bus companies and routes affected; it should estimate how many and what type of passengers will be affected.  MMDA should then ensure that arrangements are in place to offer convenient transfers, minimize additional travel cost, and mitigate any negative impacts on commuters.

3.   The new terminals and transport services should be fully operational and sufficient in capacity before passengers are diverted there.  There should be adequate capacity among the public transport services to handle the volume of passengers expected at the newly designated terminals, including transfers to onward journeys.  MMDA and DOTr should demonstrate that adequate services will be available so that waiting time will be minimal and there will be no stranded passengers.
