The Magna Carta of the Philippine Eagles is more than 40 years old. In this Changing times, we should be adapting and kept abreast of the new world where some provisions from it are actually obsolete. Many provisions are vague and can be interpreted in so many ways, either from the one reading it, which arguable, or from a person claiming to have authority interpreting. The Fraternity has expanded to numbers never expected by the framers and its thoughts of helping the communities have been skewed by mistaken assertion on what the Fraternity is for. Brotherhood in the context of community service though continued to linger on, the motive of running the organization has almost decimated to autocracy where in fact and letter, the Magna Carta only talks of order and brotherhood through helping others. It has now become a necessity and a necessary reform to change the content but not the intentions of the charter. The standards have been overshadowed by the call of times. This move will not only better the Brotherhood by defining specifically what can be done and what cannot but also can enliven most inactive members, and clubs. This will also answer the call for reforms, instituting a permanent resolve upon a direction-hungered Fraternity by enshrining it under a permanent proposition.
