The first mobile billboard was seen circling the court house, Carroll County hospital and the county Health deportment this morning. If you have a pick-up truck, van, box truck, and will drive around Carroll County throughout the day or can park in a good location during the day, bring your vehicle over to the RTA and they will build and/or install a billboard on it.
