Support Bon Secours’ COPN for an expansion of Harbour View Hospital in Suffolk
For nearly twenty years, Bon Secours has addressed the growing needs of the Western Hampton Roads community. Bon Secours was the first health system in the region to respond to the population growth in Western Hampton Roads by establishing the Bon Secours Health Center at Harbour View in 1999, and as a result, has helped to improve access to outpatient health care services in the Northern Suffolk and Western Hampton Roads communities.
In December 2018, Bon Secours received the state’s approval of Certificate of Public Need (COPN) VA-04631 to build a new hospital on the Bon Secours Harbour View campus. This COPN approved the relocation of four general purpose operating rooms and 18 acute care beds from the Bon Secours Maryview Medical Center in Portsmouth to establish a surgically focused Harbour View Hospital in Suffolk.
Since the project’s initial approval, Bon Secours engaged a consulting firm to perform sub-market demand analysis as part of the design and programming of the Harbour View Hospital, revealing that previous studies underestimated the future growth of the area and the need for beds. It factored into consideration the obstetrical needs of the community, recent changes in the market, as well as the many challenges highlighted in the recent modeling of facility capacity in response to a potential surge in volume.
On Wednesday, July 1, Bon Secours filed a COPN request for up to 36 additional beds including up to 12 obstetrical/gynecological beds and neonatal services, up to eight intensive care beds and up to 16 medical surgical beds. The beds will be relocated from Bon Secours DePaul Medical Center.

The proposed expansion will:
- Allow for more flexibility in patient placement, in addition to helping us better accommodate the growing inpatient demand.
- Increase the facility capacity to better be able to respond to and manage a potential surge in volume (i.e., a pandemic).
- Provide much needed obstetrical/gynecological services to the Suffolk and Western Hampton Roads communities.
- Ensure the Suffolk and Western Hampton Roads communities’ needs will continue to be met well into the future.
