On 01 May 1968, during the battle of Phuoc Yen , SFC Jorge Otero Barreto assaulted a NVA machine gun emplacement. He did this with complete disregard for his own life and safety. By doing so , he saved the lives of his men and enabled them to continue their mission. The battle resulted in the largest mass surrender of the Vietnam War. 

 

This would not be the only time that SFC Otero had performed this action during his five all voluntary tours in Vietnam . He taught the men in his platoon this technique quite regularly BY EXAMPLE , to show them how to survive this situation when faced with it. 

 

While there are numerous actions during his time in Vietnam that meet the qualifications for being awarded the Medal of Honor , this particular battle is the one that he should receive it for .The action of assaulting the machine gun emplacement is the main focus, but the brilliance with which Jorge put together the tactics for this battle need to be told also. This is one of the greatest examples of a small element overpowering an incredibly numerically superior force in all of American military history. The tactic that Jorge developed , and in this battle perfected ,  later became known as the "classic cordone maneuver ". It was such a brilliant and effective tactic when utilized correctly that the U.S. Army later adopted it into its doctrine. 

 

The United States of America has a debt of Gratitude and Recognition that is owed to SFC Jorge Otera Barreto for his actions during the battle of Phuoc Yen. The only way to pay this long overdue debt is by awarding him the correct award equivalent to his actions during this battle , The  Medal of Honor. We have an opportunity to pay that Debt while he is still alive , but time is running incredibly short. At 85 years old , and after having fought the effects of Agent Orange for 50 + years , Jorge does not have long left to live. As a nation we must move SWIFTLY!!!!!!

 

This petition is addressed to my Congressman , Congressman Jim Baird , to introduce a SINGLE Emergency Bill to the House floor for a vote for Jorge to be Recognized with the Medal of Honor that he deserves.

Last year the United States lost one of its greatest Warriors that has ever served in our Armed Forces, SFC Jorge Otero. I was Blessed to have the opportunity to get to know him when I lived in Puerto Rico years ago . I made him a promise and I intend to keep it…..

I was at Legion Americana Puesto 14 (American Legion Post 14) one day and Jorge told me he had a few shirts at home that were pretty cool that he was going to give me . The next day , he shows up with the shirts and something so profound that I will never forget . He said “ I now owe you, nothing.” And smiled. He said “ when you make a promise , you create a debt. When you have fulfilled that promise , you are then even. So…. I promised you the shirts. I brought you the shirts and fulfilled that promise. I now owe you , nothing “. And smiled again.

It was not an accident that the lesson was repeated twice in that conversation. He wanted to make sure that I understood what he was trying to teach me . Jorge was a leader of his soldiers and always training. 

I made Jorge a promise that I would do everything I could to help him receive the Medal of Honor that he rightfully deserves. He did not ask for that . I offered because I knew it to be the right thing to do . 

One day , when the United States recognizes his Valor properly with the Medal of Honor that he deserves….. I will visit his grave. As I render that slow , respectful salute…. With tears in my eyes and a smile on my face I will say ….. “Sergeant Rock… I now owe you,nothing.”

My petition that I created a few years ago was originally directed to my congressman, Congressman Jim Baird. There has been a good amount of noise created by myself and others in regards to this . I have a pretty darn good feeling that he knows what the deal is. In this time I have not heard one single , solitary word from him . I am now shifting gears and have re-directed the petition decision maker to President Donald J. Trump.

I would like to ask you to sign and share this petition , please. While there is much going on in your life and the world in general, this would only take a minute.thank you.
