Conduct 4th round of counseling to ensure close to 50% PG medical seats go to All India candidates!!

The Issue

In India, every year approximately 30000 doctors graduate after completing their MBBS and what awaits them ahead is the dream of specialization i.e. a post graduation degree, to learn more and to serve better. The seats of PG are approximately one third of those graduating, and hence every year there is a pool of qualified doctors sitting at home, preparing for exams year after year. This pool has currently reached to around 90,000 in numbers, who due to lack of further opportunities w.r.t to job as well as education, just sit back at home and prepare for the cut throat competition for post graduate seats. The post graduate seats in India are divided such that every govt. college has to give 50% quota to All India entrance exam and another 50% seats to state quota. Due to discrepancies in counseling and exam schedule in states w.r.t all India, there is a lack of free flow of students who have qualified in both quotas. Such discrepancies lead to resignations of all India quota seats after the final round has been held and vacant seats are given back to colleges to be filled by state quota. Now due to this practice for last two years, 25% of all India seats are returned back to states, effectively reducing All India quota from 50% to 37.5% effectively. Though there are 23,000 qualified students under All India quota, there are only 4500 seats. In year 2013, as per non surrender order of the honorable Supreme court of India, it was clearly stated that 50% all India quota seats must be rightfully filled by all India rankers only and shall not be given back to states. On the same basis an additional round of counseling was provided in year 2014 after the scheduled 3 rounds had ended. Now in year 2015, scenario is no different. A haphazard routine was presented initially by different states, which forced students to file a case and fight for justice. Due to this case, after an SC order, all states except Punjab and Assam which had certain legal issues , were brought under organized counseling, such that minimum seats are reverted back to states. Now the students demanded an additional opportunity of counseling for remaining 19,000 rankers, if seats remain and to prevent all India seats going back to state quota blindly without even considering another round of counseling. But it was dismissed in the SC hearing of 14th may 2015 in the case going on; this despite an earlier order that had stated that no All India seats will be reverted to state quota. This has left thousands of students devastated and hopeless. Many students are still to get the seats they truly deserve, many left to still get any seat at all; simply because some students are holding two seats at a time and the inefficiency in the system of counseling and lack of penalty for those who do so. Why is MCI not following the earlier order of SC where they need to prevent All INDIA seats from being reverted to state? Why is MCI not ensuring that another round of counseling is conducted to minimize the no. of seats that are reverted to State quota? We have faith in the MCI and the DGHS and we are very hopeful that they will ensure that all India quota students are not treated unfairly. We have the following requests:

1. Stay on All India seats reversal to states on 30th May

2. Extended round of All India counseling; such that maximum All India seats are allotted to All India rankers.

3. Penalty for non reportees/resignees, in this extended round to prevent non serious candidates from blocking seats.
