Delaware County, PA has a huge problem with the stray animal population.  For almost 10 years now, we have not had a stray shelter and nowhere to reach out to for stray pick up.  If it weren't for the dedicated rescues and individuals in the county, that spend their time and own money, the situation would be even worse.  Bad weather will be here before you know it and there will be animals fighting to stay alive.  Our politicians need to step up and create a no-kill animal shelter to serve our county and the homeless animals that live here.  We also need a TNR program set in place, to trap, neuter and release feral cats. This will greatly reduce the cat population.  There are towns talking about "removing" ferals but not saying what they are going to do with them and there are residents talking about putting poison out.  Who is going to protect the strays from abuse?  There are rescues that have reached out to offer their help to set up a shelter but nothing has been done.  I'm asking that the county step up and figure out how to make a shelter work and to get it opened ASAP.  If there are other individuals that need to be involved, help to get them involved.
