Kansas City Missouri Animal Control has a poor record of handling animal cruelty and abuse cases. 633 reports of animal abuse and neglect have been reported in the past two years, with only three of those cases referred by Animal Control for prosecution in Jackson or Clay counties. There were no consequences for the abusers in the other 630 cases. Fox4 News aired an investigative report on January 29, 2015, regarding this subject:

Animal Control has a mandate to provide for public safety and protect animals from cruelty and abuse. They are not fulfilling this obligation. There is a proven correlation between animal abusers and crime/violence; animal abusers are not being held accountable for their actions under KC Animal Control’s current model, and represent a threat to the safety of both the citizens and the animals in KCMO.

To improve animal welfare and the safety of the public, we, the undersigned, propose the following:

1. Creation of an Animal Cruelty Division within the Kansas City Police Department. Major Donna Greenwell of the KCMO Police Department has stated that the KCPD needs an animal cruelty division to properly investigate and prosecute abusers.

2. KCMO Animal Control should be operated by a private non-profit entity.

In January 2012 a non-profit organization took over operation of the municipal animal shelter from the city government. In a few months’ time, they turned a facility where animals were killed at alarmingly high percentages into the third largest open-admission No Kill shelter in the United States. Animal Control can become progressive and successful if daily operation is contracted to a non-profit organization with the leadership and knowledge to properly lead the way.

In the final analysis, it is always about leadership, and it’s time for a change in Kansas City. We request an immediate change in leadership at KC Animal Control; and creation of an Animal Cruelty Division within the KCPD to work in tandem with Animal Control.

It is past time for progressive change in Kansas City, Missouri. Let’s make this happen.
