Mayor Olivia Chow & City Council: Fund & Open Toronto’s 1st 'Paws&People Shelter' in 2026.

The Issue

Last night a 21-year-old Indigenous man named Jacob was ready to sleep outside in the cold rather than abandon his emotional support dog.

He has no family left.
He grew up in group homes.
He carries scars from trying to end the pain before.
His dog is the only thing that keeps him here.

Toronto shelters told him “one pet per dorm.”
Empty beds sat waiting while he stood outside.

One email was sent at midnight to the Mayor and shelter leaders.

By morning the City moved him and his dog into the respite site at 351 Lake Shore Blvd E.

They’re warm and together tonight.

That’s proof Toronto can fix this when we make noise.

But no one should need a midnight panic email to get a bed with their dog.

We demand the City open Toronto’s first Paws & People Shelter — a real, permanent, year-round home where every person and their pet are welcomed together.
No more exceptions.
No more impossible choices.

Jacob is safe tonight because strangers refused to look away.
