Kennett, MO Humane Department officer to be salaried or on call to prevent neglect

The Issue

Kennett officials need to make a change and have someone from the Humane Dept that is able to respond to emergencies 24/7!!!! Please be these animals' voice!!!  This petition is started regarding the need for  extra help for the KHD. It does not in any way meant to discredit to great service our humane department does. 

The police need better policies in handling animal related emergencies during KHD after hours.  There needs to be an emergency number the police can give concerned citizens.

On Saturday 12/12/15 I as on the way to work and passed a dog that was ran over. His legs were twitching and when I turned around and stopped, he tried to run.  He flipped off the road and in excruciating pain, crying, and bleeding everywhere.  He had very large lacerations to the top of his head and had rapid eye movement caused by the head injury.

I called the local police department asking for the Humane Dept. officer to come help this dog.  I was told they would try to get in touch with her. This was 6:10 a.m. At 6:35 no one had arrived, so I called back. The police department advised me they sent the Humane dept. a message, but she was off on the weekends so I would probably not get any help. I was crying and trying to tell this officer that this dog would die without help!

At 7:10 someone stopped on the side of the busy highway to check on me. It was a local ER doctor. He said that he would call as well when he got to the hospital. Still nothing. I posted and pleaded for help (with a picture of this dog) on the Kennett Humane Dept facebook page! I had to leave for work at 7:20 since I was already an hour late.  I was covered in dirt and blood from this dog. He was crying and lifeless when I left.

At 9:30 a.m. my husband drove by and the dog was still off of the side of the road, curled in a ball.  He stopped and the dog was barely breathing!!!!! This dog was fighting for his life for a MINIMUM of 3 hours!!!!!  His brother-in-law helped him get this poor dog in the truck and he took him to Dr. Cato in Blytheville, AR to try and save this pit bull's life! The dog received several shots and the vet had a grim prognosis, but said we will try our best!

Around noon I had called the Kennett PD back and spoke with an officer and asked for an update about calling the person over the Humane department.  I was advised that they messaged her, but needed supervisor approval before she could come out because it would be overtime!  I tried nicely explaining to this police officer that I was not calling about some neighborhood dog knocking over the trash. I called for an EMERGENCY! 

His response was if they called her for every animal call they received she would be out 7 days a week!!! He also informed me that he was sorry that we had to take the responsibility of taking this dog to the vet!!! IT WAS THE RIGHT THING TO DO!!!!

HERE'S MY STANCE! EMERGENCIES DO NOT HAVE A MONDAY THROUGH FRIDAY 9-5 TIMELINE!!!  They happen at all times. Kennett, MO needs to either put their Humane Dept officer on a salary, so she/he is available all of the time or they need to hire someone that is on call!!!!!  I have contacted PETA, ASPCA, and the Humane Dept of America over it and have heard back from PETA.  They say that the authorities should have responded to my calls (twice) pleading and crying for help!  They said there should be someone that was able to be contacted and on call to help in an emergency! Please encourage Kennett officials to make a change to save an animals life. They do matter. This dog is still fighting for his life!
