Create a by-law in London to get a response team for pets locked in hot cars.

In Ontario there is a provincial law stating that: Animal cruelty and neglect is a Provincial offense under the OSPCA Act. This law is enforced by the OSPCA or their affiliate.
The issue is this: the OSPCA does NOT respond to calls when an animal is in danger. They don't seem to grasp the urgency of these situations. I'm sure like any government organization they are likely underfunded & short staffed. We all know that the temperature inside a car on a hot day increases exponentially as time passes. With every minute that goes by the animals chances of survival decreases.
It's time the city of London passed a by-law enabling by-law officers & Police to respond & act accordingly in these situations. The city of Waterloo just passed this same by-law in April of 2017 so this CAN be done.
